IARPA Competition for Cybersecurity

The Intelligence Advanced Research Projects Activity (IARPA) is looking for a few good ideas.

The organization’s Office for Anticipating Surprise has initiated a competition for its Cyber-attack Automated Unconventional Sensor Environment (CAUSE) program, which aims at discovering ways to anticipate cyber attacks before they occur.

IARPA officials explain that industry has invested heavily in solutions that analyze the effects of cyber attacks rather than capabilities to analyze and mitigate their causes. As a result, today’s approaches typically focus on post-mortem analysis of the various attack vectors. However, as attacks have evolved and increased, these methods do not adequately enable cybersecurity practitioners to prevent attacks.

UWT Part of Cyber P3i

The U.S. Army Reserve is creating the U.S. Army Reserve Cyber Public Private Partnership Initiative, or Cyber P3i, a center for enhanced cybersecurity training with six universities involved in the program.

Universities involved in the initial program include the Drexel University, University of Washington Tacoma, George Mason University, the University of Texas at San Antonio, Norwich University and the University of Colorado – Colorado Springs.

Jeffrey Talley, chief of the Army Reserve, said each of the schools were chosen for their "excellence in cybersecurity research, teaching and their experience in helping the public and private sectors address cybersecurity issues."

Army Announced Decision on Army Cyber Forces

The United States Army has announced that the Army Cyber Command (ARCYBER) Headquarters will be located at Fort Gordon, Ga., consolidating and coordinating Army cyber and network operations under one commander for the first time in its history.

Establishing the Army Cyber Center of Excellence at Fort Gordon will begin by aligning Army cyber proponency within the U.S. Army Training and Doctrine Command, creating institutional unity and a focal point for cyber doctrine and capabilities development, training and innovation.

The Army selected Fort Gordon as the permanent location for ARCYBER Headquarters for operational and cost reasons. Since its establishment in 2010, ARCYBER has been temporarily split-located in seven government buildings and leased space across the national capital region. The move to Fort Gordon will co-locate ARCYBER Headquarters with the Army's Joint Forces Headquarters-Cyber and NSA-Georgia, placing the Army's operational cyber headquarters with the majority its cyber mission forces.  It will require 150 fewer personnel than other potential sites, as well as reduce military construction requirements and costs by 23 percent less than other considered options.

 "Cyber threats are real, sophisticated, growing, and evolving," said ARCYBER's commanding general, Lt. Gen. Edward C. Cardon.  "The Army's decision demonstrates support for unity of command and the importance of cyber to our Army and our nation," he explained.

Before selecting Fort Gordon, the Army evaluated its ability to support U.S. Cyber Command-directed missions and other operational factors such as installation capacity, environmental impacts, and human resource considerations. Community input was also solicited and considered through an environmental assessment public comment period conducted in the fall.

ARCYBER will continue to have a command liaison element co-located with U.S. Cyber Command at Fort George G. Meade, Md.

DOD Announces Nomination of Cyber Command Commander/ NSA Director

Secretary of Defense Chuck Hagel announced today Navy Vice Adm. Michael S. Rogers as President Obama's nominee to become commander of U.S. Cyber Command.

In addition, the Secretary announced that he has designated Vice Adm. Rogers to serve as director of the National Security Agency, and chief of the Central Security Service.

Vice Adm. Rogers currently serves as the U.S. Fleet Cyber Command commander. If confirmed by the U.S. Senate, he will replace Gen. Keith Alexander, who has served as the NSA director since 2005, and the Cyber Command commander since 2010.

Additionally, the department is announcing that Richard Ledgett has been selected to serve as the NSA deputy director.  In his new role as the senior civilian at NSA, Ledgett acts at the agency's chief operating officer. He replaces J. Chris Inglis, who retired from the position in January.

WA Names Tech Sector Leads


Department of Commerce Director Brian Bonlender recently named Maura Little  and Will Saunders  to the sector lead team in the Office of Economic Development and Competitiveness.  All told, the three target industries they will focus on represent more than $35 billion in payroll for residents of Washington State: Information and Communication Technology and Life Sciences.

“Our sector-based economic development strategy is a reflection of the fact that we face intense international and interstate competition for good jobs. We have to be constantly vigilant about identifying opportunities and strategies for cultivating employers in Washington,” said Bonlender.  “We can’t rely on luck for the next Boeing, Microsoft or Amazon to develop here.”

Little joined the Department of Commerce as the Life Sciences and Global Health sector lead. She has deep background in the life sciences field, including liaison work for then-Congressman Jay Inslee with industry leaders and helping to draft and pass related legislation. After that, Little was Washington State Director of Government Relations for the American Cancer Society Cancer Action Network working on healthcare and other life-science issues at a state level.

Saunders brings more than a decade of experience in the information and communications technology field to his position of sector lead for the industry.  Most recently, Saunders has been the director of the Washington State Broadband Office since 2010 and has worked with app developers, educators, public and private providers and economic development agencies across the state.
Sector-based economic development heads the list of Commerce’s five core strategies for job creation, Bonlender said.

Little and Saunders join Kristine Reeves (Military and Defense), Alex Pietsch (Aerospace) and Steve Sewell (Maritime) to represent the State of Washington in their respective industry sectors.  They are tasked with identifying and pursuing new economic development strategies that keep Washington State in the forefront of these key industries, and advance the Governor’s goal of targeted company recruitment, retention and expansion.
 
The Office of Economic Development and Competitiveness supports the Governor’s Working Washington Jobs Agenda, which recognizes that these sectors are critical to our future prosperity --  if these industries are doing well, our economy will be doing well.

There are three lots to choose from, and as you can see in the map below, one LOT G is right across the street on the same level as the Courtyard Marriott’s Commerce Street entrance (see symbol below). And two others A and B, up one level.
 
Again, simply take 15th street up the hill one block from Pacific Avenue to Commerce, and turn left in past the Marriott. The first lot you will come to is LOT G on your right.
 
If you find lot G to be full when you come to it (and it most often is not), simply continue along Commerce as shown on the map below, and turn right on Jefferson and right again on Broadway back into the other lots, A and B, both of which are also free. Then simply use the stairs to come down to Commerce, as these two lots are up one level.
 
Cut through the Commerce entrance of the Courtyard Marriott to Pacific Avenue and the Pacific Grill Events Center (see symbol below). And you are “home free.”
