WA Part of Gobal Entrepreneurship Week
Governor Jay Inslee proclaimed
Nov. 17-23, 2014 Global
Entrepreneurship Week (GEW) in Washington. This third annual celebration of
entrepreneurship and startups will feature more than 100 local education and
networking events
in all 39 counties – surpassing the reach of any other state program. More
events take place year-round in Washington.
Thousands of budding
entrepreneurs are expected to attend GEW 2014 events, according to coordinators
at the Washington State Department of
Commerce. Activities cover a wide range of topics, from how to create a
business plan to finding funding.
“Small businesses are an
important engine of our state and the national economy, accounting for over
half of our private sector labor force,” said Commerce Director Brian
Bonlender. “Our Startup Washington initiatives and programs such as our State
Small Business Credit Initiative and State
Trade and Export Promotion grants are about fostering an environment for
new business opportunities and entrepreneurs to thrive."
Cultivating “home grown” economic
development by supporting localized strengths and entrepreneurship is a key
priority of Gov. Inslee’s jobs strategy for rural, underserved communities as
well as urban centers. GEW is one opportunity to emphasize Washington state’s
year-round, ongoing efforts to drive new business growth from within, Bonlender
added.
“As part of our Startup 365 Washington strategy,
Global Entrepreneurship Week is intended to re-energize communities large and
small in the entrepreneurial spirit,” said Maury Forman, senior manager for
rural and small business priorities at Commerce. “Technology allows people to
live and work where they want to these days and it is our goal to give
entrepreneurs and small business people the tools, resources, education and
training they need to be successful. Startup 365 is not just about starting a
business; it’s about successful adulthood.”
One of the unique aspects of
Washington’s GEW celebration is its focus on youth.
“The Jeff Bezos, Elon Musk, JK
Rowling and Cher Wang of tomorrow are in Washington schools right now,” Forman
said. “They are at an age when the thought of going into business isn’t foreign
to them, but may even be second nature. This early exposure to starting and
running a business allows students to stay in the town they grew up in after
graduation, creating businesses, products and services that will keep
intellectual capital and economic wealth in local communities.”
At least 130 countries take part
in Global Entrepreneurship Week, hosting more than 19,000 individual events
worldwide.
“I’m proud that our team at
Commerce leads the way among our competitor states by working extremely hard to
grow a larger, more valuable network of resources and events for entrepreneurs
each year,” Bonlender said.

of events as well as the governor’s proclamation, visit www.startup.choosewashingtonstate.com.

Pierce County Wins National Technology Award
Pierce County News has reported in The Suburban Times that Pierce County won a national award for using the latest Web technology to help locate abducted children. The International Association of Emergency Managers (IAEM) recognized the County’s Lead Management System for a Technology & Innovation Award. Investigators can use the system to quickly search and organize thousands of tips about a child’s possible location. The system is one of the first of its kind to be designed for local government.
Investigators are often inundated with thousands of tips and eyewitness reports when a child is abducted. The Lead Management System allows users to quickly sort these “tips” and find key information which then become “leads.” The system makes it easy for investigators to manage those leads which could best result in a child’s safe recovery. 911 dispatchers can now enter call logs directly into the county’s Information Portal, and investigators can immediately upload eyewitness reports. This saves time and ensures critical information is not lost.
The new system allows reports to be directly entered into the tip log, thereby providing officials with real-time updates on a child’s possible location. Reports can be sorted based on categories such as victim or suspect, and also displayed on a map if a witness provides an address. The Web-based interface is easy to use and can be accessed on a variety of mobile devices.
Pierce County’s Department of Emergency Management and Information Technology Department partnered with the Tacoma Police Department to create the system. The project team also worked closely the Pierce County Sheriff’s Department.

WA Names Tech Sector Leads
Department of Commerce Director Brian Bonlender recently named Maura Little and Will Saunders to the sector lead team in the Office of Economic Development and Competitiveness. All told, the three target industries they will focus on represent more than $35 billion in payroll for residents of Washington State: Information and Communication Technology and Life Sciences.
“Our sector-based economic development strategy is a reflection of the fact that we face intense international and interstate competition for good jobs. We have to be constantly vigilant about identifying opportunities and strategies for cultivating employers in Washington,” said Bonlender. “We can’t rely on luck for the next Boeing, Microsoft or Amazon to develop here.”
Little joined the Department of Commerce as the Life Sciences and Global Health sector lead. She has deep background in the life sciences field, including liaison work for then-Congressman Jay Inslee with industry leaders and helping to draft and pass related legislation. After that, Little was Washington State Director of Government Relations for the American Cancer Society Cancer Action Network working on healthcare and other life-science issues at a state level.
Saunders brings more than a decade of experience in the information and communications technology field to his position of sector lead for the industry. Most recently, Saunders has been the director of the Washington State Broadband Office since 2010 and has worked with app developers, educators, public and private providers and economic development agencies across the state.
Sector-based economic development heads the list of Commerce’s five core strategies for job creation, Bonlender said.
Little and Saunders join Kristine Reeves (Military and Defense), Alex Pietsch (Aerospace) and Steve Sewell (Maritime) to represent the State of Washington in their respective industry sectors. They are tasked with identifying and pursuing new economic development strategies that keep Washington State in the forefront of these key industries, and advance the Governor’s goal of targeted company recruitment, retention and expansion.
The Office of Economic Development and Competitiveness supports the Governor’s Working Washington Jobs Agenda, which recognizes that these sectors are critical to our future prosperity -- if these industries are doing well, our economy will be doing well.

Pierce County earns national recognition for Mobile App Internship
If you’re a local college student looking to jump start a high tech career, Pierce County has an app for that.
Thanks to a partnership between Pierce County and the University of Washington Tacoma (UWT), local students get real-world experience making mobile applications for smartphones. As one of the first programs of its kind in the nation, Pierce County’s mobile internship was honored this month by the widely respected Digital Government Achievement Awards.
"The internship program is a great success for the community and the university," said Pierce County Executive Pat McCarthy. "The county's Information Technology Department is providing enhanced services to citizens and staff, the university is offering practical learning opportunities, and interns are learning state-of-the-art programming skills that give them an edge in a competitive job market. I'm proud of the excellent work being done by sponsors and participants."
Interns work closely with a mentor to design, build, and launch a mobile app that works on Apple and Android devices. Students learn the latest software tools and gain skills that are in high demand with companies like Google, Microsoft, Amazon, and Boeing.
Since the program began in 2011, interns have created seven apps for internal or public use. Here are three examples:
• The MyVote app provides secure access to a citizen’s voter record as well as sample ballots and locations for ballot drop offs.
• The Road Operations Active Response (ROAR) app enables Public Works and Utilities crews to instantly report mudslides, downed trees, etc. during emergencies. The app feeds Pierce County’s emergency databases with real-time road conditions.
• The Emergency Shelter app helps residents find the locations and details of open emergency shelters during flooding, ice storms or other disasters.
More information about two of the public apps can be found here. Other public apps are in development.
Andrew Fry, assistant director of Industry Partnerships at UWT, praised the program as a “model” for how local government and universities can expand career opportunities. “I have worked with both large and small companies from Boeing and Microsoft to three-person startups. If I picked a model for how I would create an internship program with an industry partner, the one that has been developed with Pierce County is where I would start.”

SHIFT Award Nominations Open
SHIFT is an annual event that debuted on March 10, 2010 at Theater on the Square in downtown Tacoma, WA. This event was created in order to recognize companies in the South Puget Sound that exhibit successful, innovative approaches to utilizing or developing technology for the purposes of business sustainability.
Nominees and finalists were selected by the 2010 SHIFT Advisory Board, made up of local volunteers representing South Puget Sound business and technology. The four companies asked to share their story at the 2010 event were Hotel Murano, MorphoTrak, BCRA, and Internet Identity.
Nominations are now open for the 2011 SHIFT Awards and we would like to invite you to nominate a South Sound company or organization. The idea for this event is not to choose a "winner" above all others, but rather give organizations a chance to share their story and hopefully inspire others.
The SHIFT nomination form can be found at here.
Please feel free to contact Mandi Webster-Martin or 253.272.2248 with any questions. A date for the actual event will be announced later this year.

VOB Use Tech in Business Models
Two firms, honored by the Tacoma-Pierce County Chamber as Veteran-Owned Businesses at the annual Spotlight! On Business Awards could just as easily have been so honored for their application of technology in their business models.
Selected to receive the Chamber’s first VOB Spotlight! Award, with a tagline of “Applying Technology and Doing IT Right Since 1988,” is mynetworkcompany.com. Owner and CEO Darrel Bowman, a disabled Veteran, makes hiring Veterans and current active duty IT personnel a priority. He also continues to be involved in the community and serves on Congressman Adam Smith’s Technology Advisory Council Committee; and is current Chairman of the South Puget Sound IT and Emerging Technology Skills Panel, among others. Mynetworkingcompany.com was a major sponsor for technology in the 2008 Tall Ships Festival – supplying computers, printers, phones and a variety of technical expertise.
Also receiving recognition at the Spotlight! On Business Awards was Jordan and Donna Haines, both Vets as retired Air Force, and owners of Coinforce.com Their company is an internet-based promotional product company, focusing on military challenge coins, lapel pins and belt buckles to the military, businesses, schools, government agencies and non-proft organizations worldwide. They support the local community in many ways: annually towards numerous military morale, welfare and recreation opportunities and other family military programs; and last year, helped raise money for the fallen Lakewood Police officers’ families.
James Donaldson, keynoter at the Spotlight! On Business Awards (known to many as “the big man on small business”), is a small business entrepreneur, former NBA player, motivational speaker, and author of a newly published book “Standing Above the Crowd.” (Executing Your Game Plan to Become The Best You Can Be in Sports, Life & Business). Donaldson inspired us with his real life experiences of his years playing professional sports and his work in motivating youth and encouraging business people to achieve their goals and realize success.

WA Leader in Innovation and Entrepreneurship
Washington’s commitment to investing in science, technology, engineering, and mathematics (STEM) jobs has placed it among the top states in the country when it comes to entrepreneurship and innovation.
According to a new study from the U.S. Chamber of Commerce and National Chamber Foundation (NCF), the Enterprising States study highlights how state and local policies—including those in Washington—play a vital role in spurring job creation and economic development.
“By embracing many of the strategies at the core of our free enterprise system—competitive tax rates, open trade, and commonsense regulation—states are helping to jumpstart our economic recovery and create more jobs,” wrote Thomas J. Donohue, president and CEO of the U.S. Chamber, in a letter to Governor Chris Gregoire. “Many of the new ideas, new companies, and new jobs will come from local initiatives that allow the free market to do what it does best.”
The Enterprising States study was released as part of a U.S. Chamber event where a group of bipartisan governors from around the country discussed the role of the free enterprise system in job creation. Through this study, the Chamber is highlighting bipartisan state and local policies—including those in Washington—that have proven to help create jobs and that will be key to our economic recovery. The study is part of the U.S. Chamber’s American Free Enterprise. Dream Big. campaign, a comprehensive nationwide effort to create 20 million jobs in the next 10 years.
Specifically, the study highlights how Washington is playing a pivotal role in fostering the conditions for job growth through the Education Legacy Trust Fund program, being a global leader in aerospace research and development, and a strong focus on rail and container port initiatives to drive exports.
“This study provides an in-depth look at the vast and complex network of economies we call the 50 states and territories,” said Margaret Spellings, executive vice president of NCF and former secretary of the Department of Education. “By highlighting lessons learned we hope to create a roadmap to economic resilience and an ongoing dialogue that makes every state’s jobs picture stronger.”
The Enterprising States study highlights six factors that drive job creation: Innovation, productivity through investments in workforce development and training, science and technology, infrastructure, exporting, and competitive tax rates. The study found that states are much more active than the federal government on the job creation and economic development front. For example, the study found that high tax rates do not lead to either healthy economies or budgets.
Similarly, the study looks at how states have implemented initiatives for streamlining red tape to help businesses sort through the many layers of government regulation and have incentivized private-sector investors primarily with tax credits. It also highlights that targeted investments in infrastructure projects at the state-level can create growth‐friendly environments in communities. Science- and technology-based economic development and clean tech initiatives are proliferating amongst virtually all of the states. There is widespread support for doubling exports and there are also states that have made significant headway using strategies for foreign direct investment (FDI). Finally, cultivating people through workforce development will drive economic growth at the state-level, the study shows.

Winners! BPC 2010
It’s been a terrific Business Plan Competition this year.
There were a record 92 student teams from 15 universities apply to participate in the competition. Over 120 judges devoted a full week-end the beginning of April to screen that group down to 36 teams—and provide feedback. Yesterday the Sweet 16 teams made their full presentations to another set of judges. Six highly credible teams made it to the Final Round, where they presented to seven entrepreneur judges.
The next generation of start-ups are focused on recycled glass for building materials, windows that turn sunlight into energy, helping Korean students learn English, mobile payments, camera systems at mountain resorts to capture and share the activities of enthusiasts, devices for rapid quantitative immunoassays, measuring fat loss, and enhancing the wheelchair-bound person’s ability to walk, and a revolutionary enzyme that can mix with clay to build roads.
